Empowering Education: The PSRP Phase 3 Initiative
Table Of Contents
Introduction
Launched under the vision of Chief Minister Maryam Nawaz Sharif, the PSRP Phase 3 is a strategic intervention by the Punjab Education Foundation (PEF). By bridging the gap between the public sector and private expertise, the program ensures that high-quality schooling is accessible to every child in Punjab at zero cost to the parents.
Participant Categories & Criteria
The program invites diverse stakeholders to manage and revitalize educational standards. Applicants fall into one of six specific classifications:
| Category | Primary Requirements |
| Young Entrepreneurs | Youth with a vision for new school setups; must meet Appendix-B TORs. |
| Individual Applicants | Solo educators/administrators aged 22–60 with relevant degrees. |
| Ed-Tech Organizations | Firms registered with SECP; minimum 3 years of tech-education experience. |
| Educational Chains | Large networks (10+ schools) with audited financials and SECP registration. |
| CSOs / NGOs | Non-profits with a 3-year track record in social or educational welfare. |
| Existing School Owners | Current private operators with 3 years of performance history and audit reports. |
Operational Mechanics: How it Works
The PSRP model is built on a Public-Private Partnership (PPP). The government identifies areas of need, and private partners manage the daily operations of the schools.
- Financial Model: The government provides per-student subsidies, effectively removing the burden of tuition from families.
- Curriculum: Schools follow the standardized Punjab Textbook Board (PTB) curriculum.
- Resources: Students receive free textbooks and learning materials directly from the state.
The Road to Partnership: Application Steps
- Digital Portal: Access the registration link at psrp.pefsis.edu.pk.
- Documentation: Upload CNIC copies, academic credentials, and (for organizations) SECP/Tax registration.
- Technical Review: The PEF committee evaluates the applicant’s financial stability and pedagogical expertise.
- Site Inspection: Physical verification of infrastructure or proposed locations is conducted.
- Contractual Agreement: Selected partners sign a formal MoU to begin operations.
