The Punjab Education Department has issued updated guidelines for the distribution of free textbooks in government schools for the academic session 2026–27. The instructions, released by the Programme Monitoring and Implementation Unit (PMIU) under the Punjab Education Sector Reform Programme (PESRP), define timelines, allocation ratios, and distribution procedures to ensure efficient delivery across the province.

These directions aim to streamline the process for district authorities, school administrations, and stakeholders as the new academic session begins.

Progress on Textbook Supply

As per the official update dated 24 March 2026, the Punjab Education Curriculum Training and Assessment Authority (PECTAA) is overseeing textbook supply. Out of the total requirement of 30.163 million books, approximately 23.97 million have already been dispatched to tehsil-level warehouses.

The remaining stock is expected soon, enabling timely distribution to schools. This initiative follows the provincial cabinet’s approval to provide free textbooks to students enrolled in public schools.

Class-Wise Allocation of Free Textbooks

The government has introduced a class-based distribution ratio to optimize resources while prioritizing early-grade students:

Exception: All Class 10 students will receive 100% new textbooks due to the updated syllabus.

Distribution Framework for Schools

To ensure fair and effective allocation, schools must follow a structured distribution sequence:

  1. Utilize available books in school Book Banks for newly enrolled students.
  2. Distribute surplus stock from tehsil warehouses (excluding Class 10).
  3. Issue newly supplied textbooks after exhausting existing resources.

Responsibilities of District Authorities

Chief Executive Officers (DEAs) are required to:

  • Begin immediate delivery of textbooks from warehouses to schools.
  • Allocate books based on verified enrollment data.
  • Ensure consistency with the Students’ Attendance Register.
  • Set up and maintain Book Banks in all public schools.
  • Keep accurate records for transparency and auditing.
  • Prevent misuse or loss of textbooks.
  • Ensure complete coverage of all schools and students.

Special Instructions

  • Distribution to outsourced schools will be managed in coordination with PEIMA/PEF.
  • Prior approval from relevant authorities is mandatory before issuing books to such institutions.
  • All official procedures must be strictly followed throughout the process.

Importance of the Initiative

These guidelines promote transparency, reduce wastage, and ensure that available resources are used efficiently. By prioritizing existing stock before issuing new books, the system minimizes unnecessary expenditure while maintaining access for students.

The decision to provide full textbook coverage for Class 10 is particularly significant, as it supports students preparing for board examinations under the revised syllabus.

The official notification now serves as the primary framework for textbook distribution in Punjab for the 2026–27 academic year. Schools are advised to update enrollment records and prepare Book Bank inventories to ensure timely receipt of textbooks.
